Ok quick question.

I run XP Pro and I'm looking for a way to slow down outbound traffic on a p2p program while I play a game and then bring it back up when I come back so I don't lose my slot. Is there a way to throttle a single port or a range of ports in a windows operating system?

No, I don't think there's a way to throttle down one program and not others using only Windows. Ethernet wasn't designed to do this. With some professional equipment, you could. This is called QoS - Quality of Service. What it does is assigns priority to different types of comm and places higher priority on the outbound queue before others.
