Plethora of problems. urlmon.dll

Hello all,

Having quite a few issues with an hp Pavilion dv8000 running Vista Sp2 32 bit.

First problem is that IE won't open or update any more. Every time I try, it just says failure. Currently running IE8. Two "important updates" that I've tried installing for a while are a cumulative IE8 update (KB2792100) and the IE9 for Vista update. I've tried only updating one or the other, but both fail consistently.

Second Problem. Upon trying to open IE8, along with a host of other programs, I am prompted to save various different files. With IE8, the prompt is to save "homepage.html". When I cancel that, I get a RunDLL error "The OS cannot run %1" In other programs, for example quick books, the program will open, but at some point, I again get prompted to download a .htm file. With Quickbooks, it's "las_box.htm" twice and "eco_box.htm" once. After I hit cancel on those, Quickbooks seems to run fine.

Third, at various times, I get the message "The ordinal 459 could not be located in the dynamic link library urlmon.dll" with a program name in the title bar. The one I have up now is OIS.EXE, but I think it's just what ever program has caused the issue. I have tried this KB (You cannot open a new Internet Explorer window or nothing occurs after you click a link) but it doesn't seem to help at all. Just says to run regsrv32 on urlmon.dll but that doesn't work.

So... if anyone has any info on this stuff, that would be great. We're ready to throw it out the window.:banghead:

Almost forgot. Looked around on here a bit before and found someone who said to try Run-> sfc /scannow

That does nothing in normal operating mode. Just opens command prompt for less than a second and then closes it. Restarted in safe mode, and it ran and found no issues.

All problems mentioned could easily be Internet Explorer related and have the same starting cause: your inability to update or fix Internet Explorer.

Have you tried installing IE9 with its installer?

Thanks! Unfortunately, that didn't help. Actually, the install just didn't work. Installer said it could not finish. "Internet Explorer did not finish installing For more info see the Internet Explorer troubleshooter."

Computer meets minimum requirements, disabled anti virus, ect.. Still would not install. Install stops about half way through.
I will see if I can get a Windows update expert to assist you. In the meantime, please read the following instructions from an expert at another set of forums I help in.

Export CBS folder

  1. Click the Start button
    then click Computer.
  2. Double-click on the C: drive, under the Hard Disk Drives category, and then scroll down to, and double click on the Windows folder.
  3. Find and double click on the Logs folder.
  4. Right-click on the CBS folder, and select Copy.
  5. Go back to your Desktop, right-click on it, and select Paste. You should now see a copy of the CBS folder appear on your Desktop called CBS.
  6. Right-click on this new folder, and navigate through Send to, and select Compressed (zipped) folder.
  7. A new file, also called CBS (CBS.zip), but this time with a different icon, will be created.

Someone will be along to review your logfiles shortly.

Please save the download somewhere convenient you can later find it as we may well need it again later. Save you a second download :)

Also please be aware that the tool can take up to an hour (very occasionally even longer) to complete. Please be patient.

Once it has completed, please upload C:\Windows\Logs\CBS\CheckSUR.persist.log.

It would be preferable if you uploaded both sets of logs here. When you post here, scroll down on the page and click the Go Advanced button. Click on the paperclip icon highlighted in the following image, click Browse... to find the .zip files containing each set of logs, and then click Upload to upload the .zip files.

Compress (zip) the CBS folder containing both CBS.log and CheckSUR.persist.log by following the instructions in the first quote box of my previous post.

While waiting for CBS Log help, see if you can reset IE -
START | type inetcpl.cpl | "Advanced" tab | "Reset" - @ bottom
While I try to find someone more experienced with these logs, please try the following link:

Run the System Update Readiness Tool again after using the Windows Update fix it tool.


Run a system file check to check Windows for corruption:
  1. Click Start Menu
  2. Click All Programs
  3. Click Accessories
  4. Right click Command Prompt
  5. Click Run as administrator
  6. Type
    Code:
    sfc /scannow
    and press Enter
  7. Once it is complete, make note of the message. If it says Windows Resource Protection did not find any integrity violations., restart your computer and post back
  8. If the message does not say Windows Resource Protection did not find any integrity violations., restart your computer and do steps 1-6 again.
  9. You may need to do steps 1-6 up to three times with a restart in between each run to resolve all corrupted files.

Re-Upload your reports:

  1. Click Start Menu
  2. Click Computer
  3. Open your C: drive
  4. Open Windows
  5. Open Logs
  6. Copy the CBS folder to a location you will remember.
  7. Compress (zip) the CBS folder and attach the .zip file to your next post.

Hello :)

Please follow writhziden's advice and get those CBS logs post SFC to me, and I will take a look.

For now, let's deal with the CheckSUR.log.

This might actually be a really quick one step fix. But if it isn't, well, I'll fix whatever comes up in SFC too.

Please click Start > search for regedit > press enter.

Navigate down the structure of keys expanding through a single click on the little while triangles to the left of the key names:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackageDetect

Then look for a key called

Íicrosoft-Windows-ServerCore-Package~31bf3856ad364e35~x86~~0.0.0.0

Right click on it > Rename > and very carefully correct its name to:

Microsoft-Windows-ServerCore-Package~31bf3856ad364e35~x86~~0.0.0.0

Then please re-try Windows Update. If it still doesn't work perfectly, please upload another (post SFC) set of CBS logs.

Older install. 2007. Running AVG antivirus 2013 free edition. Just windows firewall.

Tried to run inetcpl.cpl but nothing happen. Opened task manager, and control.exe would just quickly open and close. Going to try in safe mode after I read what the next reply says.
Running scan now for third time, but leaving for the night. Will get back in the am. Thanks everyone.
Ok, so I've run sfc /scan now a total of 6 times. Still finding errors, so I thought I might try Richards suggestion. Found the incorrectly spelled key, but I can't rename it. When I click on it, I get "Error Opening Key" Details: They system cannot find the file specified. Then when I try to rename it, it gives another error. I looked down the list and did see the same key, correctly spelled.

Tried to install the updates again, and both failed.

Going to keep trying to run sfc /scan now until it return no errors unless I hear back otherwise.

Thank you for the logs.

There is no need to run SFC again. The corruption that is being reported is being caused by a bug in an update two patch Tuesdays ago. I have already contacted Microsoft about the issue, and a fix is being developed.

For now, all you need to know is that it is nothing to worry about. There is no real corruption, SFC is just picking up something it shouldn't have.

Hopefully next patch Tuesday will include a re-release to fix the problem. But for now, know that there is absolutely nothing to worry about there.

Your actual Windows Update problem is caused by the incorrectly named key. That is what we must try to fix.

However, this is not so easy for you to fix. Instead, you must send me that portion of your registry, I will fix problem in the raw binary, and send back the fixed up file to you, as normal methods of renaming are failing.



Please download the Freeware RegBak from here: Acelogix Software - Download products

Navigate to C:\Windows\RegBak\{Date}\ and copy the SYSTEM file to your Desktop.

Now right click on it > Send to > Compressed (zipped) folder.

Then please upload it to your favourite file sharing website (it will be too big for here). If you have a Microsoft Account, SkyDrive could be a good choice: https://skydrive.live.com/

Make sure to set the file to be publicly accessible so I can access it. Then please post a link in your next reply.
