his hd radeon 3650 agp 512 mb (i know agp sucks)

get 16 fps when it fpses up usally 24 fps

Can you take your temps in-game using SIW? Minimize your game and run it while you are playing for about 10 minutes. Then go to Sensors under Hardware and post your voltages and temps here.

well you cant really minimize the game because it will disconnect you when you hit alt tab any other ideas?

It doesn't matter if the game disconnects. Take a screenshot of SIW after hitting alt-tab, and post back with the screenshot.
