This is for a Inspiron 15 5000 (5567)

My issue started happening around the time my laptop battery stopped charging. I read somewhere that the battery wouldn't impact performance, but it seems likely that replacing the battery would fix my issue, but I'd like to get a second opinion before buying a replacement.

The laptop wont be able to load a webpage like YouTube for 60+ seconds. I could type out the whole URL before it even shows what I'm typing. Practically unusable, but at random, the fan will kick in, and the webpage will load in seconds. The last time this happened, I opened my task manager (which seemingly triggered the computer to run faster).

Haven't been able to replicate it since. I performed the windows 10 recovery option that would keep my files and it didn't fix anything. My personal and uneducated deduction is that my CPU is being bottlenecked somehow, and the battery is at least partially responsible for it.

I'm planning on buying a new laptop towards the end of the semester, but I'm heavily dependent on this laptop right now. It isn't ideal for me to buy a new battery, so any solutions would be very much appreciated.

A battery should have nothing to do with the performance of your laptop.
You can buy a new battery for around $40 or so on Ebay.
For your problem, try a Clean Boot. If that works, You can leave it this way, or if you want, you can add one Service or Startup item at a time rebooting each time, till the computer starts acting weird again. Then you will know what the culprit is.

I ran through all the instructions on the clean boot, but anything I open still runs at the same speed.

I'm not 100% sure, but I'm assuming that the fan only kicks in when the CPU is working harder, so is there a way to manually force the CPU to do that? Would you even advise me to do that? What would be the potential drawbacks in doing so? Am I even looking in the right place?
