where is the option 2 format and make a boot-up dos partition diskette in windows xp? i dont have the slightest clue, please enlighten me

wut do i use 2 handle fat and ntfs partitions, cuz i kno theres a way 2 make the partition handler that xp offers when it installs.......... yet im not bright, and i need a new brain, ill give ya $5 if u find me a good deal this week on ebay
