Outlook Express 6 Problem

I"m new at this messaging so bear with me. I run Winxp on a Vaio with a problem with outlook. Well; let me start it doesn't have a accounts label under tools it's gone? I connect with "Ie" but not Outlook it times out? It's not the service because I connect with my laptop and everything works fine. And I have new dll's that I need to get rid of; can you help with this item too?
