out of range H/V

I was following a paralogic driver update and and uninstall was performed. before the install could be performed windows (I guess) I gave permission for windows to restart, and now now all I get on the screen is an "out of range" notice for the H and V and I ca'nt get a picture. what do I do now??? I already started it again and removed and replaced the cables to the screen/monitor. I am ignorant of all this. thanks for any advice.I am on my laptop now.
