I'm on a campus network in a dorm facility. I get terrible torrent download speeds (3-5kb/sec). Without having access to router settings or anything, can I open a port to allow for better download speeds?

I am downloading legal torrent files, if I have broken any rules, I can change the thread.
it's immaterial if they are leagal or not,the forums rules do not support p2p
