Nvidia system problem

SYMPTOMS:
white vertical lines in bios
red dots in bios setup
nv4_disp.dll BSOD when trying to boot into windows normally (non safe mode) after installing new nvidia drivers

e6600 not overclocked
Rosewill Performance 550Watt PSU
4 GB G-Skill RAM
western digital 250 GB
bfg 8800gt OC 512 MB
creative x-fi platinum
msi p6n sli platinum motherboard

cpu fan speed 2283 rpm

ADDITIONAL INFORMATION

- Display works fine in safe mode.
- Motherboard doesnt come with onboard video
- Video card doesnt overheat, it would idle in the 60's and during heavy gameplay it would be in the mid 70-80's.
- I've tried reinstalling windows, drivers
- Last night i got lucky after reinstalling with 196.21 drivers, system booted up fine, the white vertical lines in bios had gone away, windows started fine at native resolution, then i tried playing my video game and after 10 minutes it fuked up again, and once i restarted all the symptoms returned.
- I've tried uninstalling the drivers with Driver Sweeper from Guru3d, and I've also cleaned my registry with comodo registry cleaner.

ROSEWILL PERFORMANCE RP550-2
550 Watts
model no: AP-600F12V
Rosewill PSU's are basically junk out of the box and that would definitely be the top suspect for your issues.

an interesting note, ok maybe not so interesting but w/e:

previously i was running an EVGA 8800GTS 640 MB on the same system, and it all of a sudden stopped working.

i thought the card was broken so i bought my current 8800gt 512 mb. and when i put that in, it worked just fine, with the same power supply. till now.. its been several months since i installed the 8800 GT
I would try the gpu in another computer to see if you can repeat the problem.

And upgrade to a QUALITY psu
