Can be a hardware problem
I had this problem. I opened the box and noted that during boot, the fan noises varied (dipped and raced) more than I'd ever heard them before... enough to make it pretty obvious. I couldn't even get a full boot.
I replaced the power supply (main case atx supply) and the problem completely evaporated.
