Not saving settings.

Something seems strange about my computer. Windows doesn't seem to be saving any of my settings. For example: when I type in a new web address for my homepage in IE, it only saves it for about two more opens of IE, then reverts back to what it was before. It will never stay the way I put it. Also, in Microsoft Outlook, when I type in my password and click "save my password", it only saves it until I open up Outlook again. So if I close outlook, the next time I open it I have to re-enter my password. It does this with many programs, what should I do?
