Do you get any beeps or fans spinning, Any sign that the motherboard is getting power?

I just built a new system:
FIC VC 11 mobo
P 4 1.6
W 98
I have tried 2 video cards and get no signal with either. I suppose it's a bad mobo. But maybe there's something else to check. Any ideas

Do you have other cards installed besides the video?
Can you get to the BIOS?
Are you using AGP?
What type of RAM are you using?
Have you tried using a different brand?
