I quadruple checked all the connections, made sure everything is in the right spot, ensured its plugged in (lol), used different power cables, different outlets... any ideas?

Check the motherboard power connections. If everything is connected well then we might be talking about a motherboard failure. Did you try a different Psu on the motherboard ?
Yes I tried my working power supply in this computer, and still no power.

Any specific ways to test whether or not the motherboard being dead is the case? I really don't want to have to ship it back if it can be avoided...

You can try to power it up out of the case with bare minimum. cpu and fan + ram and the videocard (if you have an onboard one use that one ) but i wouldnt think it would be any different. Sorry for the bad news.
i had a similar prob with a pc i built about a year ago, turned out to have been a dry solder joint on the back of the 20 pin connector and it wasnt makin a good circuit, only option was to replace the mobo (which they refused to do under warrenty, claiming i did it).
