New Dell Latitude LM Laptop HD Prob

I just got a new DTNA-22160 hard drive for my Dell Latitude LM Laptop computer. I put the hard drive in and tried to format it, but it keeps coming up with "invalid media type reading drive c". I also tried to copy the startup disk to the hard drive, but it says the same thing. I need to copy this disk to the hard drive so that I can install WIN 98 from the CD-ROM (I can only have either the floppy drive or the CD-ROM in when running, only one spot for both). I don't know if I am doing anything wrong, or if i got sent a bad hard drive. Any help will be greatly appreciated. Thanks.

You need to start the whole process by doing an FDISK and allocating a Primary DOS Partition, then doing the FORMAT /S to move the boot files over.
