new cpu and motherboard problem

Hello. I just bought a new motherboard (m4a89gtd) with a AMD Phenom II 1050T and Corsair (tw3x4g133c9a) 4gb (2X2g) 1333mhz RAM.
Im not entirely new to the computer building concept, but i am still a bit of a novice and after my last computer crashed, i decided to upgrade. I have a 450 watt psu and an 120g IDE hard drive as well as a graphics card attached to the motherboard.
The problem that im getting is that when i plug the computer in and turn it on, there is no display. i keep restarting and i do very occasionally get a display, but it takes several attempts and it takes relatively long (20-30seconds) to actually get a display. The biggest problem that im having is that the it wont boot my os from the harddrive. it just says to insert media into the boot sequence or whatever, essentially i dont think its recognizing that a drive is there.
im at a loss as to whats wrong. after working for almost 20hrs over the last three days on it, including asking some friends for help (who all proved to be no help really) ive decided to try and post. i dont know if its the psu, the ram, if the motherboard is defective or the cpu is. some kind of input here would be much muchh appreciated.

Phenom II 1050T, 450 watt psu, as well as a graphics card.
classic symptoms of using an underpowered psu. stop using it now before it fries itself and the rest of your system.

replace it with a better quality higher rated model, (look for a 550w corsair or at least a 650w generic).

so, the obvious questions...

450 watt psu make-n-model?
graphics card make-n-model?
which M4A89GTD? there are 4 different models.

need to set the boot order in the bios setup. refer to manual (pdf file thats on the CD that came with the mobo.) typically, 1 CDRom; 2 Hdd0; 3 other

there are also drivers on that CD that need to be installed after the OS is installed.
