Just a quick question a friend of mine were thinking of starting a new business. Building pcs he has a master degree in business finance and I build the computers. If i were to start a production line and mass produce pc's with a windows 7 installation I imagine there are business windows 7 install that I can use over and over again correct? With out needing to repurchase a new window platform on every pc?

Not really.... The short answer is, you'll still end up having to pay xxx amount per Windows license and w/o any huge discount. IMO there isn't much profit in building PCs.
You may want to look into Volume Licensing although that may just be for computers that will belong to an organisation and not to individuals (public).
VL is for organizations only - OEMs must purchase and re-sell OEM licensed copies of Windows. Fred Garvin is correct, though - unless you are a large volume reseller, there's not much money in the PC-making business; the money is in deployment assistance and support.
You r right there is very little profit margin building pcs however my business partner owns an import export company and has connections in china he is able to get hardware shipped in at bulk at fraction if the normal cost. He is still researching to see if this is viable. He is looking into acquiring investors as we speak.
Again, when I speak of volume, I'm talking millions of units, not just a few thousand. I wish you luck, but be realistic.
We r looking to be large volume, not these sole proprietors or small partnerships
Here is some info from Windows:

The operating system is "part" Like all parts they cost money.
