If I were to purchase the:

Intel Core i7-920 2.66Ghz 8MB LGA1366 CPU
Intel DX58SO Socket LGA1366 Motherboard
9800 GTX

then what type of Case, PSU, and Heatsink would you suggest?

My budget for the Case, PSU, and Heatsink would be $200 overall.

One of the most important factors would be "quietness". I keep my computer in my bedroom, sometimes I watch videos on my HDTV which is hooked up to my computer and I don't like listening to my current computer making noise. So, I want a computer that is quiet. That is, if it's possible with those things.

And, yes, I know that dual cores are better for gaming than quad cores, but I plan on keeping this computer (if I decide to build it) for 6 years, so I need to look toward the future and not just the present day.

As for the rest of the stuff: hard drive, sound card, network card etc., I already have those.

IMHO, it won't be any noisier than the 550. Corsair is not a real loud power supply and many times, the case has as much to do with the noise as the power supply does.

I think with a newer computer, you would be much wiser to go with the larger power supply. This video card does take quite a bit of power to run.
