Need a tar please

One of my buds running an invision board needs a norwegian language pack converted from zip to tar to install on his board. I attached the zip, can anyone help? He needs the files in the tar to not be in the sub folder they are in. the proper format would be
path= .\ instead of path= norsktar like they are in the attached zip. Any help would be super guys and gals!
