Can anyone tell me how to create a bootable Xp cd that can preinstall my program

install what program? If you are installing xp, then just place it in the drive and reboot.

If you need to automatically install a program while / after installing XP you can read these directions for making an Unattended Windows XP installation CD.

You can have XP setup run automatically, enter your product key, install drivers, add programs and more, all without user intervention. It may be just what you need.

It's called slipstreaming...I'm not sure of the details but you can probably google a good bit of information about it.
