Its windows 10 1803 on Toshiba L775D-S7206. I did the free upgrade years back. I already tried the clean boot and it still was at 100% disk usage. After about 20 minutes or so,the disk usage start dropping.

Yea,its been pretty dormant for awhile.
Then, seriously, what you experienced is what is to be expected on first power up after a very long nap.

If you Restart, or do a Shutdown where Fast Startup is off, and power up again you should not get that behavior to nearly that extent.

But do get yourself updated, and at this point it will be to Version 2004, which so happens to have some improvements to the behavior of Windows indexing which can decrease disk activity significantly, but will not eliminate same after a long nap.

I had the exact same issue a while back with a laptop I hadn't used for months. Windows was actually running a full update in the background. I took more than a day! Then back to normal usage. Let your laptop sit open for a while until fully stabilized. Or force the update to the latest windows version.
