I've had this issue before and somehow fixed it but I can't remember how (don't remember if it was after I restored my computer or found a fix online). It basically consists on whenever I open my windows file explorer, my connection stops working, and I stop receiving data. From what I've seen in my Task Manager, if I am in a Discord call and I talk, there's still some Kbps in "send" but "receive" stays at 0 constantly. Sometimes if I have the file explorer open too, my internet has issues and can disconnect me from calls or games, but none of this happens if I have it completely closed.
I followed these steps and it didn't work at all, from the following thread:
I solved the issue after searching a bit more.
What I did to fix it includes:
Open cmd and type the following things
netsh int ip reset resetlog.txt
ipconfig /flushdns
netsh winsock reset
sfc /scannow
Afterwards I restarted my computer and it worked.
