Are there any other problems with the computer?
When you try and restart instead of shut down does that work correctly?
Please post the model &number of the computer or full system specs if custome build

What is the brand and wattage of the psu? The problem could be a bad psu or the board its self or another componet like the power button on the case. You can do a benchtest , the link is in my sig and see if the bench test helps.

Look on the PSU label for the Brand Name & Model Number.
Does the problem persist if you remove the recently added card?
