Multiple Task Manager windows open at startup

My daughters PC is experiencing a massive slow down from the Windows XP startup screen. When the desktop finally displays there are already many minimised Task Manager windows in the task bar. Waving the mouse around the start button and task bar area gets the mighty hour glass icon. CrtAltDel eventually gets a Task Manager window but it doesn't show the many copies open. Tried to Alt Tab with no evidence of the many Task manager windows. It eventually locks up and a reboot is required. Haven't tried safe mode yet. Anyone heard of anything similar? The PC is completely stuffed and non usable. Not sure if its a virus?
