Can a usb cable (from case) be connected to the motherboard while pc is on or should it be shut down

If its a case component for LEDs or fan control and connecting to a header on your motherboard, I would recommend powering down the system.

That's what I thought but was told there was no need to power it down. Thanks

Always power down to work on your PC.....if not your risk a ESD. Then you'll have a giant paper weight or door stopper.

Taking improper precautions for ESD could cause problems powered or not.
