Motherboard Problem?

Hi, I'm extremely new to working with computer hardware. When I turn on my computer, the fan on the CPU and video card turn on but nothing else happens. The monitor light is red(I think, I'm color deficient, it's whatever color it is when the computer is off). The keyboard and mouse don't turn on. No beeps or anything, and I've tried it with only one stick of memory and nothing happens. Any help would be appreciated.
