Monitor [Solved]

Okay my brother called me tonight and told me he's having problems with his monitor at home. Here is what he tells me.
The second computer in the house, which has always had issues which I believe is the chipset or monitor port...no red hint which I know for a fact is NOT the monitor cable or the monitor plug in because I have tested with several monitors. However, this is NOT THE ISSUE.

Today the computers monitor just dropped into powersaving mode and won't leave it. So my brother hooked up his monitor to it, and it did the same thing. But now, when he plugs it into HIS computer, its only ever in powersaving mode from the second the computer is turned on.

He has no access to monitor controls even on the monitor. Here is what I am suggesting right now, but I am not sure if it will work or not due to default monitor port in Bios (which he can't see.) There is an old crummy CRT monitor, and I told him to plug it into to his old port and not the video card just to see if at least that works.

Any ideas why this is happening? Could both of the LCDs been cooked from a ****ty chipset surge or something?
