So I'm running a Windows 8 Pro on our Desktop computer when my sister requested me to downgrade it either to Windows 7 or Windows XP because our desktop struggles with running software in Windows 8 environment.

The problem is that our computer won't restart, I don't know what the problem is. :cry: When I'm installing programs or reformatting it, and it requires restart, I need to force shut it down because the computer just shuts down, and never restarts. :sad: Windows XP cleaned all of everything in our partition, and when it asks for the computer to restart, then as expected, it never restarted. I tried to resume installation after forced shutdown, but it started the installation process again. Another forced shutdown, and when the computer starts, the CPU menu flashes (like it says press F2 to enter Setup, F11 for boot menu...)

I decided to check the computer's hardware for any problem. The RAM's intact, the hardware's okay. I cleaned the heatsink and fans and all. Now when I returned to restart installation from scratch, this time, monitor won't open but its green light blinks. The CPU menu no longer flashes, but a blank black monitor with green light blinking.

I don't know what the problem is. This is a 4 1/2 year old desktop computer and I would like to use the most of it (we don't have enough money to just junk this item). It has 1 GB RAM, Intel Pentium Core 2 Duo (I can't remember exactly, 2.16 GHz maybe), Intel GMA graphics card, and right now, no operating system. :cry:

This computer has undergone several OS upgrades: Win Vista Starter, Win 7 Starter, Win 7 Pro, Win XP, Win 7 Starter then Win 8 Pro. Now I'm taking it back to Win XP Pro

Is the PC OEM (HP-Dell-etc.)?
If so, Brand & complete Model Number.
The monitor light blinking indicates no signal from the PC.
Are there any signs of life, fans-lights, when you push the power button?

PC is not OEM.

Yes, there are fan lights when I push the power button. I mean the computer is running when I push the power button, it's just the monitor's green light is blinking. :cry: Also, the Windows installation is not yet completed because I needt to shut it down by force (i.e., pushing the power button) because it cannot afford to do a restart\.

Brand & Model of Mobo-CPU-RAM-Graphics-PSU.
Have you tried a another monitor or tried your monitor on another PC?
Disconnect the Hdd and see if it will boot to the Bios.
If it will boot to the Bios with the Hdd not connected. try booting from a Linux CD.

I tried connecting the monitor into another PC (to be specific, on my laptop computer) and it is fine. I'll disconnect the HDD tomorrow and I will try to disconnect the HDD. I'll keep you posted!

That poor pc went through a lot of changes during its life, wouldn't surprise me if the reason for the problem is something silly.
It's always a good idea to try to boot without any unneeded devices such as usb, extra hard drives, optical disks, multiple ram sticks and similar.

In this case I would blame the hard drive, if you can, put it into another pc and try booting from it.
