Do you mean the screen is the right size when you turn the computer on and then it gradually shrinks? Or does it change size depending on which program you're running?
What's your monitor's native resolution, and what resolution are you using?
Look in Control Panel > Display for the 'flat panel scaling' option. This allows you to put black bars on the left and right of the screen to maintain the aspect ratio or stretch the image to fill the screen.
You might need to use the buttons on your monitor to change the horizontal size if it's not a problem with the resolution or Windows settings.
