Hope this is the right place for this. Is there anyway to tell if it is the modem or the internet service provider that is keeping the user from getting online?

The PC is the only thing connected to the modem. Turns out I was right, the problem was at the internet provider's end.

I would still like to know if it is possible to determine where the problem lies.
