under mepis or susie operating systems LINUX of course
Linux has drivers for most everything, generally the only drivers you need to install manually are graphics and wireless drivers. The best thing would be to look in the distro's documentation to see if that particular laptop or modem has been tested.

Software modems are a pain if not impossible to get going in Linux. Even if you get a driver working, it can be tough to get dial-up working, depending on your ISP. In Windows, use the tool downloadable from the following link to identify your modem: http://www.linuxant.com/drivers/modemident.php
Then see if Linuxant has a driver for it.
