When I turn on my PC it goes to a screen that says missing or corrupt
system32\DRIVERS\pci.sys

I have put in two different XP cd's to try and get to the repair installtion. It boots off the cd and starts to load the files as it would on any install. Just before it gets to the place where it would ask you to install or repair. The screen goes blank and then right back to saying "missing or corrupt
system32\DRIVERS\pci.sys" Is there any way I can get this file back on my hard drive so it will boot?

I would suggest this :
Copy this file from another computer on to a floppy disk.
Then run your computer in safe-mode and load it into command line mode.
Copy the file from the floppy to the same location that it should be, and try
to reboot the system...

Can't get to safe mode

I have tried to get to safe mode. If there is a way to copy this file onto a floopy. how do I do this and with what commands.

This problem can be due to a memory issue - if you have more than one stick of RAM, try removing each one in turn and see if the PC will boot.
