First- make sure it is plugged into the microphone plug on the sound card.

Open the volume control and click on Options and then select properties. Then click on recording. Make sure the microphone line in is checked.
Click ok. In the remaining window- make sure the mute is not selected for the microphone.

To test - go to Start>All Programs>Accessories>Entertainment>Sound Recorder. Do a sample test record and play it back.

Good luck

Try this:
Open your sound settings by double clicking on the speaker in the task tray. On the master volume control, goto advanced. Make sure that the boxes at the bottom for speaker input to microphone are unchecked. This fixed my problem.
