Doesn't look like a legitimate error message. I would check for malware. Run cleanup! , ewido and panda active scan. Links below. If you think the infection is still there click on greyknights link and follw the steps for a successful clean up.
Message at Start-Up and Reboot
At start-up and reboot message in red box appears for brief few seconds saying "The Input Signals are both missing. The Off Mode will be enabled in 7 seconds"
Than the message disappears and everything is peachy.

I'm just guessing but I'd think that would be a message from a monitor when it doesn't have any video inputs during the bootup process.
