Maybe the first slot has to be filled before the second slot will work?

memory slot problem
Hi Guys,
I have a Toshiba satellite L310 laptop. i have a some problem in my laptop memory slot .
1. checked single Memory (1) on slot A working fine .
2. checked same single Memory (1) on slot B not working .
3.checked another same model same problem
any technical reason ?????
