So at the moment I'm playing a game called runescape (web-based java game), which, when I play it, makes my CPU go to 100 and pretty much stay there. What I'm looking to do, is improve the performance of the game with whatever I need. Budget is about $100-200.
Windows 7 32-bit (Could upgrade to 64-bit, but could my current hardware support that/will I lose any data)

Laptops are designed for convenience and portability and are not good for gaming.

So what you're saying is, I should really be looking into a desktop?

I do like the laptops portability at times, but I like to play games as well, is there any alternative?

A desktop is the best option form serious gaming. It's pretty much a either or situation.
