It depends on whether you are running Home or Pro. If you are running Pro, yes you can easily do this. Same for Windows 2000 Pro.

To do this, go to start>run> type "gpedit.msc" without the quotes. The Group Policy Editor will appear. Play around with the different sections. Either under "Computer Config or "User Config" there is a spot that lets you adjust Windows so that only specified programs will run. Make sure to add gpedit.msc to the list if done in computer config, otherwise you will not be able to reverse this. If you are doing this under User Config, and you have two accounts (Admin and Lockdown), you will need to temporairly give lockdown acct admin rights and log in using lockdown and adjust the gpedit tool while in lockdown acct. When done, log back in as admin and give lockdown a limited acct again. The policy is in there somewhere, I just can't remember where.
