In gpo under Computer Configuration > Windows Settings > Security Settings > Security Options. Under interactive login, you can set the message text and title of a message that will appear before the user logs on.
Legal notice with gpo
Is there a gpo to assign legal notice window to all our network machines ? Maybe it's going to be annoying thing for all users but this instruction is from high management and I need to find a way to accomplish it.

You can try to find special registry tweaks and then apply them through GPO.
But as far as I know Desktop Authority from ScriptLogic has the ability to perform this. We use this tool for desktop management tasks - drive and printer mappings, folder redirection and software deployment. I am fully satisfied with this product.
