Keyboard freezes seconds after power on

Bought father new PC. He is now trying to install Windows, but the machine is not booting the Win DVD. So I told him to go into BIOS.

Now on immediate reset the keyboard seems to work as caps puts the light on and off and he can select DEL to go into BIOS. But once in BIOS the keyboard does not work, even CAPS will not put light on/off.

If on reset he does not press DEL and ends up in BIOS display (black and white thing) the keyboard also stops working then (no CAPs light action)..

Any ideas?

Update...the keyboard unfreezes for 2-20 seconds (random) into the BIOS settings screen. He tried a different PS2 keyboard, same problem. Could this be an IRQ problem? If so how can I check?

TKS in advance.

check you have not transposed the mouse and keyboard plus
If you mean plug them in wrong, then no they are right. I reckon it is a send back job :(
I did that. It made no change. The CMOS kept complaining about default values being changed. Then after reset (via jumpers) it complained about processor ratio (words relayed via non-tech father).I've had him arrange sending the machine back.TKS
