Keep getting "We apologize for the inconvenience" message.

I don't know why but now I keep getting the message "We apologize for the inconvenience, but Windows did not restart successfully".

I get the option to restart in safe mode, restart in last known good configuration, or to start normally. Windows will boot up fine and shut down fine. But no matter what I get this message. Any ideas?

try this, as silly as it sounds.

restart windows, when it asks, choose safe mode.

then, restart it, and choose normal mode.

then, restart it again, does it ask now?
Yes. I picked safe mode, and didn't log in. Restarted still there.
I picked safe mode again, logged in, then restarted. Still there.
Does this spawn any new ideas? It is really annoying and needs to be fixed.
I appreciate all the responses and ideas I get.
