K7SOM+ doesn't detect HDD or CD Rom drives

I just picked up an Elitegroup K7SOM+ V:5.2C motherboard. It has an embedded AMD Duron 1400+ Pro CPU. No matter what I do it will not detect the HDD or CD rom drives. I've tried several of each and several cables to no avail. Any ideas? BIOS problem maybe?
