Trying to connect to JBL Flip 2 thru HP laptop. Keep getting message to make sure BT radio is turned on. Can't find BT radio to turn on so speaker works.

Does your computer have Bluetooth.

yes BT is available along with JBL Flip2

Check in device manager, see if there are any error flags.

i don't see any red flags but I do not have administrator permission for this laptop

Then you will be very limited to what you can achieve, so no red or yellow flags.
Please post the full model number of the laptop, we can then check the correct procedure for connecting via BT.

If you are not logged in as an Administrator, you will not be able to Enable Blue Tooth or turn on the Radio.
Go to Start/Search and type devicepairingwizard follow the prompts. How-To Pair A Bluetooth Device With Windows 7

That might still be an issue, without admin rights.
