Java script enabled but doesnt work

I cant use Java anywhere, I recently had my computer upgraded with a new motherboard and processor, I had onboard system restore from harddrive disk partition instead of a restore cd disk on my hp system and this no longer works, Java script does not work at all in any application.
I enabled everything but nothing, Ive tried downloading sun java basic to reinstall if it was gone but still nothing.
How do I enable my browser or trouble shoot to find the problem
