ISS and Domaine Name Server

Dear all the victorians,

I am autually using windows XP professional english version.
I use ISS 5.1 wit .Net framework too.

I always use local host for server name ex :

http://sammy/

My questions

1. Can i assign my website address to www.something.sth?
2. I know about installing DNS and WINS, but I got no idea to do with dat stuff, I would like to type all my web address wit WWW. not my localhost name.
