Hi everyone,
I am currently using a toshiba l500-126 laptop (2.2 core2duo, 4gig ram, hd 4650 1gb). It was shipped with a windows vista home basic 32 bit system.
My question is, would getting a 64 bit version of windows 7 make a noticeable performance difference in games and other applications?

Is your laptop a different computer than the one you signed up on this forum with? Just curious because you're saying you have Vista and on the side bar it says you have Windows XP.

Manufacturers will never put products in a machine if it will not work, so if it came with Vista 32-bit and 4gb of RAM, then it's using all 4 gigs of that memory they installed.

Upgrading to Windows 7 from Vista, you may see a slight, but insignificant decrease in visual performance. The HD 4650 should be able to handle Windows 7 quite well, though.

I currently have a HD 4200 (integrated) and I'm capable of playing Call of Duty: Modern Warfare 2 on medium-low settings and it's still smooth.

Windows Vista doesn't have full out Aero Glass effects when using Aero like Windows 7 does. That's why I said it might be just a slight decrease in performance. You honestly shouldn't notice much of a difference in video performance. The glass/blur effect is quite resource intensive, though.

Good luck.

Someone on the tech team might have a little more input for you, too.

Any 32 bit Windows OS has a memory limit of 4gig of address it's a mathematical limit in the 32 bit OS, from that address space the OS has to address the system components add in cards and video, the OS will show anywhere between 2.8 to 3.5 usually around 3.2 gig available for use in Windows, to have more ram address space you'll need to move to a 64 bit OS. Aero in Vista and Win7 are pretty much the same on like equipment, but the drivers are better now then when Vista came out. Rarely very rarely will you need more then 2.8 gig in 32 bit windows, as you add more the Windows pre-fetch will add more programs into memory so they open milliseconds faster.
