Yes, you can manage your own allowed/blocked ip's through the list manager.

I haven't used it all that much, it doesn't interfere with browser speed until I hit a site with a hot linked ip that's in the blocked list, then it will take time while the browser waits until timeout for the data, usually timeout can be tweaked in the browser if it becomes an issue.
Seems to work pretty good so far though. I haven't looked at the source code, it is available and can be modified to suit personal use. :grin:
