Internet speeds slower on Windows 7. Booted into Linux, speed was normal.

My computer is running windows 7 and is wired to the modem. Running a speed test my download starts where it should be then quickly falls to about 23.5 Mbps when it should be over 60. I booted into a Linux Mint live USB on the same machine and the speed test came out normal. I was getting proper speeds in the past and I'm not sure what happened.

What obscure setting did I sneeze and accidentally click on to throttle my network on windows?

Solved. Moral or the story is remember if you have any network managing programs that can throttle your speeds.
