Internet fast then slow, etc. Activescan found 14 spyware.

Hi, for the passed couple of week my computer has been driving me crazy. I figured I would wait a while and maybe it would sort itself out, but of course it hasn't.

The main problem is web browsing speeds. It's very strange and I don't think it has to do with the ISP, because the internet runs perfectly fast and fine for a few minutes when i start my PC up, but then all of a sudden it bogs down. It takes two minutes to load the techsupport site whiles it's slow. After being slow for a while it will pick up speed for a few minutes randomly, then two minutes later go back to being slow.

Sigh, Anyway, I'm not sure if it's all that spyware found in the activescan or what. Any help would be greatly appreciated. Activescan is attached to the file.
