1: If IE has been upgraded, look in your add/remove programs for the application. When selecting to remove the program, it will have an option to repair.
2: Make sure all of your windows updates are done.
3: Check for spyware. Can sometimes cause these effects on the IE. My best suggestion is Spybot. (Perform a google search)
