We re-installed WinXP in response to a Dell tech support guy's advice. Did not solve the problem but presented us with a bunch of new ones. Here's one:

My MS Publisher will not recognize when I try to import a graphic, saying "Graphic import filter not installed. Run Setup to install."

When I pop in the Office 2000 CD, I then get the message telling me the Installer is not present or not installed. But it does not tell me how to remedy the problem.

If some part of Office is indeed installed, go here...
http://office.microsoft.com/officeupdate/default.aspx
and click "Check for Updates". M$'s bot will scan your office install, and, since some of it probably needs an update, will direct you to download the updated installer, so it can do your update. After that, you can update what you have installed, and then be able to install the rest of Office that you want.
Let us know if that works.
