I already had Win98SE installed on my pc, but my bro tried to reinstall it, and it froze at around the 60-70% range. Now it won't fully boot, but just stays at the Win98 screen during boot up. What do i do?????

already did

i already did, and ive already tried the ext command, but it always says that the e: drive is null or something.

If you've backed up any user data, I'd start at the FDISK step and clean off the disk, and start the installation fresh.

Boot disks change the identification of your cd drive. What the boot process carefully . . .

The disk I use identifies the CD as R: or S:
